Cross-border spread of animal diseases result from international trade development pose a threat to consumer safety. While improvement in the level of trade liberalization, the national implementation of animal and plant quarantine system has increasingly impact on trade. Particularly, some countries use non-tariff barriers to prevent access to their markets abroad in order to protect their own poultry market, so that "Sanitary and Phytosanitary Measures Agreement" (SPS) becomes a highly covert trade barrier. This increases numbers of trade disputes, and it also constitutes severe challenges to the sustainable development of Chinese poultry industry and exports.This paper based on the research at home and abroad, discusses the basic theory of SPS measures, clarifies international rules of SPS measures on animal disease control, analyses the basic theory which results in the SPS measures on animal disease control, and describes the main concepts of poultry and its major diseases, all of these are the foundation for later study.Then, status of Chinese poultry exports, as well as SPS measures on animal disease control have positive and negative effects on export of poultry products were analyzed. Under the partial equilibrium framework, we construct theoretical model to analyze the impact of SPS measures on animal disease control on Chinese poultry exports. The major impacts at the macro level are trade prohibition and trade restrictions, and we get conclusions that under discriminatory and non-discriminatory SPS measures on animal disease control, the impacts to Chinese poultry exports have different levels. Impacts at the micro level depend on comparison of enterprise's compliance costs and gains from trade, and we analyze short-term impact and long-term effects respectively.In the empirical analysis, we use the case of chicken products to built multiple regression model of Chinese chicken exports, analyze influence of SPS measures on animal disease control and other factors to Chinese chicken exports, quantify and verify the trade prohibition and trade restrictions of SPS measures on animal disease control to Chinese poultry exports.Finally, we analyze the reason why Chinese poultry exports frequently encountered SPS measures on animal disease control, and provide policy recommendations for improving safety control system of our poultry products, improving the overall quality of Chinese poultry industry and export competitiveness, and choosing rational poultry export diversification strategy, which provides a theoretical and empirical basis.At the same time, since SPS measures on animal disease control barriers at this stage can not be completely eliminated, a realistic choice can only be improved through reform, to minimize the possible negative affects.
