Animal death just from diseases results in a loss of about40billion Yuan per year, about60%of increased production value of animal husbandry. Major animal disease prevention and control work has become an important part of the public health system, Not only directly affects the development of animal husbandry, increasing farmers’income, but also directly related to people’s physical health, public health security and social stability, and also an important factor of improve the overall quality of animal products and enhance the international competitiveness.Fuyang as a important animal husbandry city, Livestock production in the top of Anhui province, Disease prevention and control is particularly important. In this paper, the author through the on-the-spot investigation and questionnaire to learn the organization settings, personnel status, villages and towns construction of disease prevention and control system of subordinate8counties of FuYang. After several years’ efforts, FuYang city of Anhui province is in a leading position in many aspects of animal epidemic prevention and control in the province and even the whole country:reformed basic animal epidemic prevention system, improved the income of veterinarian and thus maintained a stable team, proposed and advocated the "444321" model for the animal products quality and safety supervision, implemented centrally administrated management and provision of biological products, provided labor allowance to all related staff in the level of village, used the result of antibody test as the evidence of the performance assessment, proposed and advocated "six DOs and five DON’Ts" in animal epidemic prevention and control, became the first province among all eighteen central-west provinces that set up example districts for works on Demonstration Zone Construction of Specified Animal Disease Free Zones, etc. At the same time, also realize the weak links that exist in the system:organization settings is difficult to implement at the grass-roots, professional personnel proportion is low and knowledge aging, funding is insufficient and epidemic prevention coordinator low salary and poor working environment, Farmers especially cage-free of disease prevention and control consciousness is weak.The developed country have set up Prescribed Epidemic Animal Disease National Demonstration Zones, based on natural or man-made barriers, and employed a vertical system for the management of veterinarian. We have a lot to learn from them on animal epidemic prevention and control.The author combined with grass-roots status of animal epidemic prevention system in fuyang and the foreign advanced management experience, put forward suggestions for the establishment of animal epidemic prevention system at the grass-roots level. The author deemed that strengthening grass-roots work needs to be from the following several aspects:Increase the reform of vet system, Implementation of the villages and towns government responsibility for animal epidemic prevention, stable animal epidemic prevention team, set up a sound technical supporting system for animal epidemic prevention, build grass-roots animal epidemic monitoring system, establish the traceability system for animal epidemic prevention, establish financial security system, set up and improve the major animal epidemic emergency handling mechanism, comprehensively promote the reform of animal husbandry and veterinary, etc. Gradually improve grassroots epidemic prevention system and provide a solid protection of animal husbandry rapid and sound development in our city.
