The hospital’s most valuable resource is the most strategic and human resources, in order to enhance the efficiency of hospital diagnosis, improve patient satisfaction, we must first strengthen the human resources management. Human resources management is the core of performance management, performance evaluation and performance management is the key, so the study of the performance evaluation of hospital staff imminent. ZD hospital, there are many deficiencies in the performance evaluation, both need a long-term strategic objectives connected with, but also enhance the operational efficiency of the hospital routine assessment. At the same time, evaluation of the application of the Balanced Scorecard in hospital performance and achieved good results. Therefore, the establishment of hospital-based employee performance evaluation system ZD BSC to improve employee motivation and promoting sustainable development of the hospital is important.Based on the clear meaning and purpose of employee performance evaluation, this paper establishing hospitals Balanced Scorecard framework, the analysis of the status quo ZD hospital staff on the basis of performance evaluation, based on the Balanced Scorecard ZD build hospital employee performance evaluation system, and proposed ZD hospital staff to promote safeguards BSC performance evaluation to smooth implementation. The main conclusions of this study are:(1) the paper according to the status ZD hospital employee performance evaluation system, combined with the requirements of the Balanced Scorecard, think there is no clear strategic orientation, target setting is not a comprehensive performance evaluation index system, the lack of patient satisfaction index ignore the lack of evaluation results analysis.(2) From a financial paper, patients, internal business processes, and learning and growth of four levels established ZD hospital employee performance evaluation system, using AHP to determine the weight of each index, and set the index evaluation criteria.(3) paper from the institutional and organizational safeguards to protect the two angles made perfect ZD hospital staff BSC safeguards.
