Abstract/Summary:
Employee performance assessment has been widely used in developed countries, particularly in those famous enterprises. Hospitals in USA and some European countries also have successfully conducted performance assessment on various levels. In some aspects, a hospital is much similar to an enterprise and many ideas and methods in hospital management originate or are evolved from enterprise. Differently, enterprises seek for maximal profits and economic benefits; hospitals, however, basically serve to heal the wounded and rescue the dying and take into account cost accounting only under the premise seeking for social results. A hospital shall handle performance assessment by applying the applicable practice of an enterprise to its own line according to the fact. Right now it still cries out for a mature and practicable assessment system to approach how to roll a more reasonable assessment system and a dynamic mechanism with virtuous competition into hospital appraisal and comparison and how to assess each talent’s performance with help of reasonable and impartial performance index in different units of a department. This is the subject calling for an immediate solution offered by hospital managers.This paper to public hospital employee performance assessment construction and management as the research object theoretical discussion, through the analysis of the current situation of the find in the management process existing prominent problems, use of human resources management principle, according to public hospital employee performance assessment construction and management of the basic idea, thus the in-depth investigation, tries to find out the countermeasures of science and improve the performance appraisal mechanism.The article separately from the public hospital employee performance assessment is importance and urgency, evaluation of the current situation and existing problems, a more detailed analysis. Paper in traditional performance evaluation system of the defects employees, in the performance assessment and strategic management under the guidance of the theory, and the post (department) evaluation and personal quantification assessment combined, according to hospital staff-the main force of medical personnel and administrative function management personnel, construct three-dimensional employee performance appraisal management system, further system and complete by the author to express to public hospital employee performance assessment construction and the management of the study concluded.
