In China, the basic medical insurance system for urban employees is a mixed system of social pooling and individual accounts. It is considered to be an innovation with Chinese characteristics at that time, because it is an easier way to complete the transition between free medical care & labor-protection medical care and mixed system smoothly.Although it has been running for twenty years, a big debate about the necessary existence of individual account is always heard. Should it be canceled or remaining?In my paper, I use the research method of system analysis, taking the evolution of individual accounts for urban employees as the research content, to research the setup background and factors of the individual accounts first generates. Then I analyse the current status of individual accounts system, summarize the problems and shortcomings about individual accounts, then put forward the proposals of reforming policy on the development of individual accounts.The results showed that, it was somewhat hasty to set up the employee medical insurance in that time, the stationary solution to the transition of the old and the new medical insurance system, but it had a lot of shortcomings, such as the weakness of constraint medical expense, can’t balance the income and expenditure of funds etc.In spite of some provinces and cities have carried on the reform to the individual account, but measures can’t make sense and fail to fundamentally solve the problem, but to increase the cost of management and supervision, so we should cancel the individual account system. Finally, my paper proposed a series of specific measures to cancel the individual account system. Such as by purchasing commercial insurance to protect the insured medical treatment level is not decreased at the same time to digest fund of personal account, establishing the outpatient co-ordination, developing community health service institutions to implement community first diagnosis system, as try my best to make suggestions for the development of personal account system. |
