Smoking is one of the most dangerous factors that cause lung cancers and other diseases,so the World Health Organization(WTO) has identified smoking as a worldwide epidemie,tobacco as the biggest treat to humanhealth, and Problems of smoking and health have gradually became a hot spot. At present,there are about thirteen hundred mllions smokers in the world,about five millions smokers die of diseases caused by smoking each year,and the number of deaths from smoking will approximate to one hundred million in this century if tobacco is not controlled. Recently, Smoking Ban Movement is popular in the Developed Country. Globally, people acknowledged the necessary of Smoking Ban. China has the most smokers in the world,and suffers the severest hannfulness of smoking.China has the responsibility to control tobacco.Under the huge pressure from the International Community and the necessary of improving the National Healthy Level,China imlements SomkingBan in public places.First of all,this paper analyzes the content, the origin and value of "SomkingBan in public places".Deeply eplained the contents what "SomkingBan in public places" includes, how does it come into being,and its significance.Second,this paper particularly discribs the background, process and initiative of chinese.In the third part, this paper takes Wenzhou City (Zhejiang Province) as an example, analyzes the present situation of Wenzhou, puts forward questions which have to be solved quickly.Finally,according to the successful Experience of Western countries,paper brings forward Effective Path for Chinese "SomkingBan in public places",from4different parts:Government,Society, Employer and National.
