Forestry is one of the key fields for GIS application. With the development of computer technology and gradual mature usage of 3S technology in forest resources management, digital forestry is gradually on the way. In this paper, from the standpoints of the characteristics and demands of forest right management, based on full investigation of forest rights management and collective forest rights system reform, forest rights Management Information System (MIS) is designed and developed. General design, functional design, interface design and code realization of the software system is completed, according to the idea of software engineering. The main jobs and creation in this system are as follow:(1) To establish information system database for forest rights managementDatabase is the key part of GIS system. That the design of database is good or not will directly impact the efficiency of applied system and the result realized. In the system mentioned in this paper, relational database Access is utilized to establish regional land database and management code database of executive departments, combined with Geo-database, to realize the unified organization and management of spatial data and attribute data.(2) To realize the solver function of handheld GPS transformation parametersIn collective forest rights system reform and forest rights management, one crucial job is to determine regional boundaries. As for the area without obvious geographical character and fixed features, it is quite often to determine regional boundaries according to the collected turning coordinates from handheld GPS. Therefore, in this system, automatic solver function of handheld GPS transformation parameters is realized according to known coordinates.(3) To realize such functions as map browsing, regional land painting and attribute input.The function module of regional land painting and attribute input is aimed at the input and update of regional land information, which is of great significance of collective forest rights system reform and forest rights management. In this system, ArcGIS Engine 9.2 is used as developing platform, and program is designed with the object-oriented method, with Visual Basic language to utilize all COM components supplied by ArcGIS Engine components library, utilizing related interface and functions, to design and develop forest rights management information system integrated with the function such as map browsing, regional land painting and editing, attribute data editing, regional land map and regional land information preview and printing, which promotes forest rights management to a new application level.(4) To automatically generate IDs of regional land in the systemAs for the regional land map in collective forest rights system reform, whose ID number should be from north to south, and from west to east as well, if it is numbered handedly, it is with low-efficiency and easy to go wrong. In this system, the land IDs are generated automatically, which greatly increases efficiency.(5) The function of statistics and printing statements is establishedIn management information system (MIS) related to database, statements play a very important role. Any system, no matter how good the interface is and easy the operation, its final output is still realized through statements, therefore, the strength or weakness of statements is usually a key index to judge that a system is good or not. The module of statistics and printing statements in the system has realized such print modules as public table printing of ownership survey, registration form printing of forest rights status quo, and land usage rights printing, in addition to category summary according to the category of forest right survey, forest type and land usage type.As for a beneficial exploration of component GIS technology in forest rights management, this system has realized a forest rights MIS system integrated with graph editing, attribute input, and statements print, which is convenient for data collecting and management in collective forest rights system reform, and provides a convenient forest rights information platform for forest rights information to face the society more widely and directly.
