In view of lack of energy in china, the grim situation of biomass energy development lag, combined with the actual situation of Shanxi Province, this paper analyzes the Shanxi province of Xanthoceras sorbifolia biomass energy construction necessity and the mountains northwest of the central of Xanthoceras sorbifolia biomass energy development planning.This paper introduces the national and Shanxi province forest biomass energy development present situation, the necessity of basic conditions of Shanxi province of Xanthoceras sorbifolia biomass energy construction and development of the middle area of Shanxi Province, the north of Xanthoceras sorbifolia biomass energy construction plan, proposed the Shanxi advantage of the central area, north of Xanthoceras sorbifolia biomass energy development and construction of key and the matters needing attention the planning, the following conclusions:1, Through the development of Guangling County in northern and central areas of Shanxi Xiyang County of Xanthoceras sorbifolia biomass energy construction plan of national and Shanxi Province, the development of biomass energy forest status and Xanthoceras sorbifolia biomass energy construction has made a comprehensive investigation and study, analysis of Shanxi province development of Xanthoceras sorbifolia biomass energy to meet the requirements of national five year development plan of forestry the province, but also solve the energy shortage, improve the living environment, improve the farmers’income, one of the most effective methods for the transformation of economic development.2,The overall planning, suit one’s measures to local conditions, suitable tree as the basic principle, the choice of a good momentum of development and the representative of the Guangling county and Xiyang County as Xanthoceras sorbifolia biomass energy project planning model. Design of Xanthoceras sorbifolia planting two modes, which are suitable for different site conditions, different planting density. More than15degrees in the slope, poor site conditions, selection of model1, planting density of110plants/mu, the main ecological benefits; in slope is less than15degrees, good site condition, selection of model2, planting density of74plants/mu. Design three kinds of operation mode, project management, market operation, standardization construction mode; target, tasks, responsibilities, funding four to Xiang mode; the use of "company+base","base+peasant household" model.3, In Xanthoceras sorbifolia biomass energy development planning, guiding ideology, basic principles, construction period, construction goal, Xanthoceras sorbifolia Bunge cultivation technology index, construction project management and safeguard measures, investment estimation and source of funds, benefit analysis8parts were included, the part close to the national policy, real time conditions, the viewpoint is bright, provide the direct reference and reference data for the future of Shanxi Province, north central region and development of Xanthoceras sorbifolia biomass energy projects.In short, cultivation, through the orientation of Xanthoceras sorbifolia biomass energy base construction and industrial demonstration, improve the utilization rate of Xanthoceras sorbifolia forest productivity and residue, forming a stable supply of raw materials, in order to provide resources to ensure the sustainable development of biomass energy in Shanxi.
