With the rapid development of China's economy, increasing car ownership, people travel service requirements are increasingly high. The current highway toll system for vehicles more than 90% of cash transactions, severely restricted the highway traffic capacity, reduce the level of services.In this paper, the electronic tolling technology in the use and development of our approach to study the technical and MTC charges ETC charges modular technology combin-ing the electronic toll technology applications at the same time M/M/1/∞/∞and M/M/C /∞/∞queuing model of the two toll plazas on the modular system capacity for scientific analysis, put forward a model of modular charges in the western inland provinces to promote the proposal, and for highway traffic in Gan Su Province flow characteristics of the situation in Gan Su Province for the modular e-payment program. At the same time raised in the article at the end of the study and the lack of electronic payment combined recommendations for future development and prospects.
