Study On The Strategy And Evaluation Of The Emergent Traffic Organization For The Highway Traffic Accidents Under The Road-network Environment

In recent years, along with the rapid development of highway in our country, the highway network is developing gradually. At the same time, the highway management has to be faced with higher requirement for the developing road network. Traffic accident on highway is a constant topic, due to the characteristics of highway itself, the impact of highway traffic accidents are likely to spread to the entire road network. In order to control the effects of the accident, and to reduce the accident loss to the overall efficiency of road network, the management and service operations for the road network should be improved, The emergent traffic organization is faced with higher demands and challenges when the highway traffic accident happens.This paper is based on the national 863 projects "the.analysis.and control of the highway traffic accident impact in the environment.of.road.network".It analyzed and summarized the related research on domestic and international. On this basis, it raised the research problems and emphasis, and proposed the framework of paper. Then, it studied the related problems about the characteristics of highway traffic accidents and emergency traffic organization issues. Compared with ordinary highway traffic accidents, the road network environment makes the impact of traffic accidents and the the conditions to disposal the traffic accidents have undergone an obvious change. such changes also had a profound impact to the emergent traffic organization.Based on the analysis of characteristics of the highway traffic accidents, refering to existing general traffic organization plan, it taked full account of highway traffic characteristics and so on, analyzed the main contents of emergency traffic organization, methods, and proposed the emergent traffic organization strategy,which from the road network layer to the key Points and lines.Then, it focused on the evaluation index system and evaluation methods, of which emergent traffic organization plan in the context of the road network. A evaluation index system were established by Macro-evaluation for road network and microscopic evaluation for the key Points and lines. And to determine the grading standards of each index.Finally,select a typical emergent traffic organization plan for case study of evaluation and decision analysis.
