Research On Energy Audit Regulations Of Public Buildings In Chongqing

The total area of large public buildings in China accounts for less than 4% of the total area of urban construction, but the total energy consumption accounts for 22% of total urban energy consumption, per unit area electricity consumption of large public buildings is 10-20 times than normal residential buildings, with very large energy saving potential. Countries are developing run energy monitoring system of office buildings and large public buildings,establishing and improving energy statistics, energy audits, energy efficiency publicity and other systems.Based on office buildings and large public building energy audit and energy statistics in 2008 in Chongqing Municipality, combined with the analysis results of 400 public buildings energy consumption statistics and 200 public buildings energy audit ,this paper summarizes energy formation and consumption of four typical types of public buildings, analyses the key point of energy management of these buildings. Through the study of energy use and evaluation level of these types of public buildings, this paper also analyses and obtains energy management status of them .Based on the above analysis, the author summarizes energy management problems of public buildings in Chongqing Municipality, as well as proposals and measures to improve management situation.In this paper, as an opportunity of energy monitoring system of the office buildings and large public building in Chongqing, according to procedures and methods of office buildings and large public buildings energy audit guidelines , selected four typical public building,carried out energy audits in detail. By analyzing main factors of impacting public building energy consumption : building envelope, HVAC systems and the operational management and focus on energy conservation analysis of all aspects of building HVAC systems , further defined the audited building, according to the specific circumstances, should choice a reasonable to run mode, to achieve optimal run, and can not ignore the energy management of existing buildings.According to the energy consumption statistics and audit work, for the further work, the existing audit and statistical guidelines can serve to some extent the role of guiding our work, but guidelines can not cover nationwide the practical situation. Therefore, the development of local public buildings for energy audits of Chongqing regulations, the purpose is to analyze and judge the reasonableness of building energy systems , evaluate performance of the built environment under the action of the energy system, promote energy saving and the built environment both compliance.This audit approach is applied to guide the work of energy audit, mainly meets the requirements of audit guidelines of the office buildings and large public buildings . By details on the content, judgement analysis and in-depth demonstration ,we can determine the energy efficiency performance of buildings running. Comprehensive evaluation of the audit include building envelope, heating ventilation and air conditioning, indoor air quality and other seven types of indicators. Each type of indicators, including basic items, good items and best items, respectives with difference efficiency performance of construction . Finally, carried out audit analysis of a specific o building.
