Research On Dalian Urban Digital Community's Construction

The community is the urban basic composition unit as well as the important node of urban management, along with the city social economy's unceasing development, the community residents'requirement for regarding community services is also getting higher and higher. At present, "the digital city" already became an internationally popular urban construction plan, and "the digitization" already became the important evaluation criteria of urban and the local competitive power. But constructing "the digital city" should work from "the digital community" which is the basic unit of the city. Along with rapidly expanding of the city community building in our country, each urban community also have come up with the digitization and intellectualized plan, but there has not yet been a set digital community construction and operating system which is scientific or has the actual feasibility. Therefore, this paper unifies the actual situation which Dalian city community constructs and exploratory constructs a plan for the city digit community building of Dalian, the purpose of which is not only trying to provide a scientific construction and movement system for the digital community constructing but also present a rationalization proposal for the building of Dalian city digit community.First, unify the present situation and the development of Dalian city community construction, and take the social economy as well as the information technology state of Dalian as the basis, and use the cost-benefit analytic method to carry on the feasibility analysis of the city digit community construction in Dalian in order to make it clear that the feasibility of Dalian city digit community construction, simultaneously make use of some related experience of digital community building home and abroad to indicate the direction of Dalian city digit community construction and development. Next, according to the goal and the principle which Dalian city digit community constructs, and take advantage of related community intellectualization and digitization construction standard as well as E-government's construction standard to systematically build and analyze the organization network which Dalian city digit community constructs, and carry on the explanation to the digital community's related function, subsequently put forward the organization profile and the operational mechanism of Dalian city digit community construction, simultaneously carry on the analysis of the safeguard mechanism. This paper preliminary summarizes some problems of the digital community construction by conducting the empirical analysis of lee street in Dalian Shahekou District, and combines the actual situation which the digital community constructs in related residential district and propose the solution as well as provides a feasible plan for Dalian city digit community construction.
