CDIO denotes Conceive, Design, Implement and Operate, it is the newest research result of international engineering education reform in recent years, it not only inherits but also develops the idea of European and American engineering education reform more than twenty years. Even more important, it proposed systematic ability cultivation, comprehensive implementation guide, complete implement process and rigorous inspection including twelve standards and has strong operability. The theory of "learning-by-doing" and "Item-Based educate and study" focus on summary and abstract expression with R&D and product operation as its carrier, so that students can learn in the way of active and practical courses which link to learn engineering. CDIO is one of the patterns under the strategy of "learning-by-doing". It is a kind of education concept which combines abstract education and practical education, and its syllabus competence goals and innovative talents quality fit highly.Innovative talents who have the ability to innovate doesn't inherent, almost of them are cultivated by acquiring learning and practice. Carrying out the creative education is the most directed and valid way to cultivate innovation ability. How to cultivate innovative engineering and technical talent is hot spot of domestic and abroad higher engineering education reform in recent years. With the CDIO ideas proposed which aim at the main problems of higher engineering education in our country, university of science and engineering, with the actual situation in school, set up CDIO "teaching-learning-doing" new idea and strengthen exploration on both of theory and practice, then build fruitful new model of innovative education and unique innovative engineering and technical talents training system.Based on this, the exploring for building CDIO and creative education integration system, mainly including training program, curriculum, teaching, environment and evaluation system, penetrates CDIO to the innovation education and achieve the aim of cultivating innovative engineering and technical talents. For example, School of Innovation Experiment of Dalian University of Technology build up CDIO idea, advance learning-by-doing, further demonstrated that integrate CDIO and creative education is viable and can promote in other science and engineering universities. At last, I forecast that CDIO will be more extensive and diversified development, and able to cope with future requirements of a variety of engineering education.
