In recent years, because of the frequent speed-increase in Chinese railway field, higher demand of the safety of the railway signal system and equipment is proposed. And along with the application of the computer technology in the railway signal system, the intrinsic safety quality assurance methods which are based on technical specification could not meet the ever-higher safety requirements any more, so the study and application of risk management method based on life cycle have been quite necessary in the field of railway signal system.However, the study of risk management in the internal field of track traffic signal is still groping.Risk assessment technology is the critical technology of risk management.In this paper, according to the related standards of international union of railways and the project safety management manul of English railway filed, the theoretical research and exploratory development in the field of railway signal system are studied.Firstly, this paper summarizes the principles and methods of hazard identification, studies the HAZOP method with reference to IEC61882 and analyzes the application of HAZOP.Secondly, this paper studies the method of qualitative risk analysis and risk evaluation principle, proposes the method of improved risk matrix based on Delphi. Then, by applying HAZOP and the method of improved risk matrix based on Delphi to the axle-counter block system between systems, illustrates the function of qualitative risk assessment technology in the research process.Finally, based on the seven-stage process in Engineering Safety Management (The Yellow Book), this paper studies the quantitative risk assessment technology, proposes the calculation method of loss to railway signal system, determines the individual risk acceptance criteria and societal risk acceptance criteria of railway signal system. Then an example of automatic half barrier level crossing is given to illustrate the application of quantitative risk assessment technology in the modification of existed railway signal system.This paper does much theoretical research of risk assessment technology in the safety area of railway signal system, and also combined with practical application, which helps to the development of the safety assurance of railway signal system.
