As the rapid development of air transportation in China and consistent increase of air traffic capacity,to establish co-Air Traffic Flow Management(ATFM) system become more and more urgent.Since the development of ATFM system is just beginning,there are many urgent tasks facing us.ATFM systems of the other countries have proved that ATFM is very complicated,which will lead the process of study very difficult,so how to find a design method is so vital thing facing us.As the successful application of the Axiomatic Design(AD) in other filed,AD will also help the design process of ATFM.In this paper,AD is first put forward in civil aviation to alleviate the possible strong correlation of each system.Simultaneously,this paper has studied how to find the conflicts automatically and how to arrange the design order of each sub-system to make the design as quickly as possible。At the same time,in order to find the conflicts of each sub-system automatically,this paper makes it come true using java,as well as making suitable design order come true.On the other hand,case decomposition and sub-system reuse were studied,as well as case-based reasoning(CBR) method based on AD was firstly proposed.With this method, decomposition interaction was firstly applied in multi-hierarchy case decomposition to build the multi-hierarchy case model.With this model,we can search the system we need in the database by matching similarity and use it in our new design,as well as keeping the reuse model multi-hierarchy and each case independent.
