And the circular economy can be an effective way to conservate resources, realizate sustainable development of economic, social and environmental. Strive to develop circulation economy is to resolve the resource bottleneck therefore , realizes balance and the effective approach being in harmony between resource environment and economic and social development , is also the turn around pushing forward mode of economic growth , builds an overall well-to-do society and shifts to an earlier date the strategy choice that fundamental realization modernizes. In this context, with circular economy idea, such as the planning and construction of the ecological city , circular economy demonstration areas and eco-industrial park have become the current hot spot of research for the experts and scholars in China. take building and developing as plan idea , also gradually being "eco-priority, the protection of priority" and other new ideas to replace: the guiding ideology in building, from the field of production and consumption patterns to promote the development, from the cycle of Economy, Trade and Industry and urban infrastructure, ecological protection systems, etc. to build new eco-system; in the planning of content and methods, greater emphasis will be on protection of the natural ecology, cultural history, vulnerable groups, and further strengthen the industrial clustering, infrastructure sharing, pollution focus on emissions and processing materials, and energy conservation area, such as planning and research.Small cities and towns in our country are covered greatly, and when all-round our country make for sustainable development , make for ecological balance , make for recycling economy, taking small town as object of study is particularly important and great significance . At present, with the small town's rapid economic development, large areas of industrial zones have been developed, the issue of the proliferation and environmental pollution caused by over-exploitation of natural resources is more and more serious, it has become a bottleneck in the development of small towns, the impact and hinder the change of China's urban-rural dual economic structure to address the "Three Rural Issues" and so on, therefore, it is necessary to stand in the social, economic, environment, sustainable development strategy for the height to analysis the problems in development of China's small cities and towns and find solutions to promote economic development, changes in conomic growth, improving resource and environmental conflicts, so that making tha small cities and towns to renewable, renewed vigor, with a view to building a eco-towns with human, environmental, social harmony unity , making the small cities and towns resource-conserving and environmental optimization-based economy development.In this paper, through the collation of the literature about the circular economy at home and abroad, grasp the essence of the circular economy more profoundly, summed up the concept of circular economy should be included in the content, analysis the problems that exist in small cities and towns of planning and construction , and try to use the concept of circular economy to apply to the planning and construction of small cities and towns, in order to solve these problems.
