| City is the carrier of human civilization, and also a complex organism. City environmental hygiene situation directly affect citizen's health and the appearance of the city. Environmental hygiene management is one part of city administration and of public health management. This paper maily discusses the management of environmental hygiene of Wuhan Government in 1900-1938. Investigate the environmental hygiene conditing of Wuhan at that time, the Government's management measures and the strength,the result and the shortage of the management. Then we can understand the arduous process of Wuhan environmental hygiene, thus deepen understanding the social changes and the rough modernization journey.This paper is divided into three chapters, the first chapter focuses on environmental hygiene management system progress in Wuhan. A brief description of the hygiene institution set up in Wuhan Concession in early 20s century and achievements of environmental hygiene laws and regulations; inspected hygiene sector, hygiene laws and regulations of the achievements of publicity of Modern Wuhan history. The second chapter reviewed in details the Government's work in Modern road clean, garbage disposal, water hygiene, water supply construction, the construction of drainage pipes, sewage treatment, manure handling, construction and management of public and private toilets, public places, private business management, the specific governance of health environmental. discussed Wuhan's hygiene development and defects, the Government's efforts and the plight of the reality of early modern history, as well as Wuhan's twists and turns. The third Chapter mainly the evaluation of Wuhan sanitation management. Focused on the modern management of Wuhan Environmental causes of progress and development; analyzed the inadequacy of modern environmental hygiene management in Wuhan, study of the factors from the Government level to the community level in order to sum up experience and lessons .
