A Study Of Urban-Rural Spatial Planning Of Coal-Towns Of North Shaanxi

With a rapid socio-economic structure transformation of urban-rural in our country, there are many problems and contradictions aroused in rural-urban spatial structure display.A lot researches have been done both home and abroad,recent years, urban-rural spatial planning has become a primary means of regional integration.Located in ecological vulnerable areas,the planning and developing of coal-towns of north Shaanxi were highly relied on its natural resources for 20 years.Now,there are many problems restrict the socio-economic development of local areas.This paper takes Shen Mu,a representative and typical coal-city for an example,examines urban-rural spatial plan both in theories and practices,the author aims to offer a practical scheme to alleviate the tense situation;and provide a reference for urban-rural spatial plan for other cities which are abound in natural resources.Firstly,this paper point out the feasibility and necessity of urban-rural spatial plan of coal-towns of north Shaanxi.Then this paper has made a detailed examination of related theories and practices both home and abroad,at last,we arrived at an important conclusion of experiences of urban-rural spatial plan.After a summarize of the problems exist in urban-rural spatial arrangement in Shen Mu,and a targeted analysis of the urban-rural spatial construction of Shen Mu,we have get a sufficient knowledge of its features and stages;then,we analyzed impact of ecological,exploitation of coal resources,transportation and public service to the evolution of the spatial structure of urban -rural,we found that the ecological impact is the basic and the most important one. As were analyzed above,we can establish conditions,objectives,principles,ways and measures for urban-rural spatial planning with a combining of the actual situation of Shen Mu.Finally,we put forward several suggestions to urban-rural spatial planning of Shen Mu.They are:At the county level,we must compose construction-prohibited area and construction-limited area,then form a ecological-based sub-zone planning;at the city level,we should cultivate a new growth pole to ease population pressure,and build orbital and round-the-city seeded strips;at the town level,we can put emphases on its functions in the sub-zone and the transportation contacts with the town of the region.At the village level,we should focus on the integration of the villages and construction of the villages.
