When sailing at sea,the effect of meteorological and hydrological conditions to ships is inevitable.Particularly,strong winds and huge waves are the most prominent threats to safety navigation.Limited by the present level of meteorology,weather forecast can not be completely accurate.Although many ships use weather route provided by weather route companies,avoidance to bypass some heavy weather areas is still needed.It will be of great important for ship officers and shipping security managers to ensure safety navigation and has very important theoretical meanings and practical values,if the relative position between ship and heavy sea area can be displayed dynamically,and further more evaluate the risk degree of avoidance routes and then, based on the shortest route or other conditions to get a best route.The thesis mainly summarized and concludes the effect of various meteorological and hydrological elements to safety navigation,and analyzed the present forecast situation of forecast of those elements.Based on the communications and discussions with numerous of experienced captains and the analysis of those elements,pointed out that strong wind and huge waves are the most important elements.On the basis of above conclusions,proposed the structuring method of Ship-Heavy Sea Area Dynamic Display and Safety Evaluation System.Based on the comparative analysis of the websites about meteorological and hydrological information in Northwest Pacific area,websites that apply to the research has been chosen.According to the theory and technique of risk analysis,the route risk degree can be confirmed,and the dynamic safety evaluation model of ships in heavy sea can be chosen.Finally,using VC++ to compile the program of Ship-Heavy Sea Area Dynamic Display and Safety Evaluation System.The simulation result shows that the system can dynamically and visually display the relative positions between ship and heavy sea area,and can give safety evaluation of the routes chosen by the ship officers. It can make the sailing time shorter and the fuel oil loss smaller for shipping companies, and provide references for captains to discuss the short-term deviation routes with shipping companies,charters as well as the weather route companies.
