In recent years, the number of the plateau airport under construction and theplateau airport under plans to build gradually grows. The existing traditional routesupport capability and the tight airspace resource could be the constrain of the rapidlyincreasing traffic flow at plateau airport while it is difficult to control the insecurityfactors from the bidirectional operation. Meanwhile, various factors including plateauterrain, high altitude, complex geographical conditions and the harsh environment,make it difficult and expensive to build navigational stations enroute. To ensure theplateau flying safety and improve the economic benefit, Performance-based Navigation(PBN) procedure has been introduced into the public and RNP4-route for plateau regionhas been gradually put into operation.According to The Safety evaluation andmanagement of Civil Aviation air traffic management issued by the China’s civilaviation, safety assessment shall be conducted when air traffic control operating unit inthe condition of facing the signifcant changes mentioned above.By analysis of relevant rules and principles, combining the plateau PBNoperational characteristics, investigation and research on air traffic control operatingunit and management department, valuable opinions from relevant scientific researchpersonnel, this paper appied Safety System Engineering to identify the hazardscomprehensively and systematically under the contion of the RNP operation at theplateau airports from4aspects including personel, equipment, environmen andmanagement,and developed the plateau route safety assessment index system onPerformance-based Navigation after inductive analysis. Then the paper applied Analytichierarchy process (AHP) to construct aobscure model with a setting index weight. Usingthe Java programming language achieve this system, then amending the results bycalculation.Finally, with the basis of the above theory and implementation method, the papertest the rationality of the method by evaluating the chengdu-lhasa PBN flight route. And provide a strong technical support to develop and modify the safety assesment systemfor plateau route in China in the future.
