| With the deepening of reform and opening up forward, China's national economy and foreign trade entered a period of rapid development, the port's shoreline location advantages have been more obvious manifestation. In order to meet the foreign trade and international development of the shipping industry, the port city of our country have built a lot of new or expanded berths,which has achieved a score. But at the same time, it also exposed a lot of problems.such as lack of shoreline-use planning when build new or expanded berths, the existing berths shoreline use efficiency is not high and the deeping water shoreline in urgent and need effective protection. Therefore,to evaluate the grade of port shoreline resources, and accordingly the implementation of the system of compensation for the use of port shoreline resources is great significance and very necessary.Evaluate the grade of the port's shoreline resources is a systematic evaluation question of many factors. This paper absorb the results of previous studies and consult the views of some authority experts, selected policies and regulations factors, natural conditions factors, economic factors, transportation factors ,supporting services factors and so on, 28 evaluation indicators constructed the model of evaluation the grade of the port's shoreline resource. Uncertainty based on analytic hierarchy process, use the method which experts score the evaluation indicators to determine the relative weights of indicators. Determine factors and evaluation scale that can directly quantify which quantitative, if it can't directly quantify which consult experts to determine. Finally, in accordance with the predetermined calculation steps, calculate the evaluation unit's integrated value of score, combine with the expert's advice and the latest results of research ,divide them into three different grades.This paper describes the necessity to compensation for use the port's shoreline resources, and describes its feasibility which from the legal basis,the success practical experience of home and abroad ,and the interpretation of theoretical economics of rent. Put forward the ways and means of the implementation of compensation for use them. On the basis of classify the port's shoreline resources,this paper introduce"the grade modulus of port's shoreline" and"the use oriented modulus of port's shoreline"to improve the original fee calculation formula.This article select the Wuhan's port-shoreline which has been built in the Yangtze and Yang Si-Port charges as an example for demonstration analysis. Divide the Wuhan's port-shoreline which has been built in the Yangtze into 13 evaluation units, use the model of evaluate the grade of the port's shoreline resources ,consult expert to score , calculate and summary, then the 13 evaluation units will be divided into three different grades, and compared to the actual utilization of the port in Wuhan , which verify the credibility of the evaluation model. Select Yang Si-Port of Wuhan as an example, use the improved fee calculation formula to calculate its annual level of fees, through data analysis, validated the feasibility of improved fee formula.Finally,this article bring forward four aspects of countermeasures and proposals: establish the use plan of national and local port shoreline, strengthen the legislative process, definitude the system of compensation for use the port shoreline, establish specialized law enforcement management institution, set up an effective system for monitoring. |
