Port shoreline is a kind of unrecycled resource which possesses the attribute ofboth nature and society.it is also a very important kind of strategic resource to developshipping, comfirm foreign trade, accerlerte economic consruction.Port shoreline grade evaluation is a basely work of its utilizing plan. What'smore,it is an important part of port comprehensive layout plan. This research is due tothe involved practice. With the view of resource,This paper analyzez its attribute of both nature andsociety, and discrbes it's character and distributing in our motherland. The conventional categorization of port shorelines based on the personalexperience of the individual who conducts the planning hinders the improvement ofthe planning. So a breakthrough is to invest more scientific and technological methodsfor the upgrading of the planning.Nature, communication, economy, enviroment, and other conditions, form the portshoreline grade evaluation model's determinant facts. Each fact includes someindex. Both of them found the evaluation index system.Based on the predigested AHP, port shoreline grade evaluation model can be setup. This model is provided with more information of personal and facts,so it is anefficient means to solve a lot of questions about port construction. The steps to establish the evaluation model are to identify the indicators of portshore1ine evaluation system, the system structure and the calculation procedures, togauge the importance of every indicator, the judgment factors and the standard ofevaluation.Indicators that are quantifiable are quantified and those unquantifiable ones areidentified by means of the predigested AHP technique. The calculation is conducted inaccordance with the predetermined system structure and procedures so that a syntheticlevel of satisfaction is reached for each division of the port shorelines.
