The Yangtze River Economic Belt is an essential economic growth pole in China.The cargo throughput of ports along the Yangtze River has been growing year by year,and the port scale has been expanding.With the completion of the-12.5 deepwater channel project below Nanjing,the Yangtze River channel changes more busy,and the shoreline is particularly scarce.At the same time,as China's economic development entered a new normal,and supply-side reforms were further deepened,the party and the state proposed the Yangtze River's strategy of"great protection and no great development"and building a resource-saving and environment-friendly port.Faced with the requirements of the new situation,the shoreline of the Yangtze River port should pay more attention to the improvement of environmental efficiency while playing an economic role.Therefore,this study constructs a port shoreline evaluation model which takes into account both economic and environmental efficiency.First of all,This paper summarizes the evaluation indexes of port shoreline efficiency and green port shoreline,and clarifies the related concepts of port shoreline efficiency.It also analyzes the resource input,equipment resource input,labor input and capital investment required in the port production process,and brings about expected output and undesired output in the production process.Then,two models are based on natural and managerial disposability RAM-DEA model.The application evaluation index is selected and each indicator is discussed and the calculation methods of this study are given..Input indicators:number of berths,length of shoreline,yard area,investment in fixed assets,employment per 10,000 tons of throughput;Expected output indicators:cargo throughput,shoreline utilization;Undesired output indicators:emissions(COX,CH,NOx,PM10,PM2.5,SOx),waste discharge?land-based domestic waste,waste from ship maintenance,waste from ship unloading?.Finally,the port shoreline of 11 sections along the Yangtze River in Jiangsu are taken as an example,the evaluation model of the port shoreline is applied to calculate the operation efficiency,environmental efficiency,integration efficiency,scale gain and scale loss types.The results show that most of the effective ports are the main ports of the country,and the operating status is the type of decreasing returns and the increasing damage to scale.For such ports,it is not possible to simply increase the scale to increase the production of the port,otherwise it is reasonable to maintain the existing production scale.,it is an effective way to improve efficiency through technological innovation and management.Environmental efficiency can be improved by increasing waste treatment rates and advancing in technology.For other port shorelines with an efficiency value less than 1,they are the types of increasing returns to scale and increasing damage to scale,which can be increased the scale of production by expanding scale of production,but it is not recommended to increase the total amount of pollutants.The two types of non-radial range adjustment DEA port shoreline efficiency evaluation methods proposed in this paper can provide management basis for port shoreline management departments,provide theoretical support for management of shoreline occupation enterprises,and are of great significance in coordinating development of economic efficiency and environmental efficiency.
