The Study On The Design And Application Of The Road Toll Electronic Inspection System In Chongqing

As the state to further improve the administrative system, and establish a harmonious government and a harmonious society, the Ministry of Transport in Chongqing take the lead in implementing comprehensive law enforcement system.In most parts of China, to collect road toll on the inspection process, law enforcement officers on the roads will stop every car. This old traditional pattern is neither safe, nor inefficient. And at the same time it interfere the normal vehicle. This paper proposes the use of electronic law enforcement to reform of the old law enforcement management model and applies this to real work.The author considers the construction of the Road Toll Electronic Inspection System as the research project, and analyzes the how to utilize the modern computer technologies, information technologies and network technologies to build the practical and effective information system in real environment. The academic analysis and expatiation and the real construction plan are both explained detailedly in this paper.This paper is forward as this following below. First of all, the management organization and basic service of Chongqing Communication Fee Checking Bureau are introduced and then the author points out the problems of traditional checking ways and the management goal of future checking. From the demand angle, the objects and development requirements of the checking system information are also analyzed.Next, the whole construction design of the Road Toll Electronic Inspection System is explained. The system analysis route and system development principles and methods are put forward based the relative theories. According to the real conditions, the development strategies of Chongqing Communication Fee Checking Bureau are then determined. In the end, the whole designing plan is elucidated in detail in this paper.As an integral part of"intelligent transportation information Chongqing Municipality supporting platform", this system through science and technology projects in transportation Committee of Chongqing Province. It was applied in collection examination organization, the subordinate detachment of the traffic administrative law enforcement contingent, and the detachment of Highway in Chongqing Province. It has checked millions of vehicles in all, and found several thousands money owned vehicles or cars which leak the expense. Road roll recovered about 100 million Yuan, received good economic returns and social benefits.
