| In order to avoid traffic problems in the central city proper emerging in Urban Development Areas (UDA) again, the paper specializes in planning mode of the road-traffic system of big-scope UDA, and the traffic demand control planning of UDA based on the structural optimization of road network is suggested, aiming at avoidance of serious traffic problems resulted from unpredictable urban traffic demand.Firstly,after an analysis of the integrated relationship between land use and transportation planning on urban developing areas ( UDA ),the paper discusses the characteristics of land use in UDA,and the feedback function of the transportation system against the land use,argues that the transportation planning in UDA shall be put into an overall consideration of land use. Secondly, according to the double-function of the road network movability & accessibility, the road-traffic system is divided into three classifications:express-speed system, middle-speed system, slow-speed system. Then, based on the localization of the "four-period planning mode" of urban road traffic system, it advances the"five-period planning mode"for the planning of UDA road-traffic system.Secondly, a line program mathematical model of road composition is proposed in the paper for the maximization of road network capacity, based on the analysis of problems in road network grade proportion and the analysis of road function classification system.Then, the traffic demand control planning of UDA based on the structural optimization of road network is suggested, specific procedures are elaborated, and the application of VISUM and OD matrix estimation is introduced. According to trip generation and attraction in each traffic analysis zone (TAZ), the range of land use control indexes is ascertained.Finally, the example of traffic planning in Guangzhou Economic& Technologic Development Areas is used to confirm the feasibility and effectiveness of traffic demand control planning in real application. |
