| Countryside is the basic Chinese social unit for hundreds of years. While as the results of the two-dimensional dissymmetry structure of cities and countryside and capital accumulation caused by the policy which let a certain part of people (in the cities) to be rich first, the countryside is weakened, and the farmers, as a huge social group, are been marginalized. In the background, New Countryside Construction is put forward to re-balance the group which has been victims for a long period of time.With the development of the cities, the urban land use scale spread, the suburban countryside is annexed, and a lot of problems of society, economy and environment come into being. For example, the food security caused by cultivated area decrease, urban operating cost increase,social problems caused by the land requisition and relocation,destroy of ecological environment. So the development of the Suburban Countryside should rely on the cities, base itself upon the agriculture, develop variety industries including the farm products processing industry and service industry, to remedy the inadequacy of traditional rural economy, develop the countryside, stable the social structure and improve the ecological environment.In this paper, basing upon the agriculture and taking the Wuhan City Hannan District as an example, it is analyzed that how to develop the suburban countryside and the cities they rely on through the urban-rural integration, how to transform the traditional agriculture to modernize the suburban countryside economy, and at the same time remain the original rural social structure and maintain the balance of ecological environment,how to make policy to develop the suburban countryside basing upon agriculture, and achieve maximum return of society, economy and environment of the cities and countryside.The paper has four parts, including Problem Posing, Research Foundation, Problem Analyzing, and Problem Solving.The 1st Chapter is the 1st part. In this part, the necessity and urgency to develop the suburban countryside are put forward, and the suburban countryside in this paper is defined, that is, the countryside in the mega polis exurb which is low urbanization, will not be annexed by cities during certain period. Besides, the study purpose, meaning, contents, methods and frame are introduced.The 2nd Chapter is the 2nd part, and it is the theoretical foundation of the whole paper. Four kinds of theories are selected, including the Urban-Rural Integration, the Suburban Countryside Agriculture, the Countryside Developing Theory and New Countryside Construction, and the relevant concepts and research are discussed and analyzed, and on the basis, the theory and methods reference are provided for this paper.The 3rd and 4th Chapter is the 3rd part, and it is the analyzing part of the whole paper. In the 3rd Chapter, the problems of the suburban Countryside present situation and their causation are analyzed. In the 4th Chapter, the regional and itself factors affecting the suburban countryside development are discussed.The 5th and 6th Chapter is the 4th part, and it is the problems solving part. In the 5th part, according to the four chapters'analysis, from the angle of urban-rural integration, the developing direction, industry choice, eco-construction requirements of suburban countryside are defined. And then it is discussed that how to integrate land use, develop economy with local features, construct distinctive social culture system, improve auxiliary facilities and construct fine ecological landscape. In the 6th Chapter the study methods are summarized and prospects are forecasted. |
