The coal of S company is moved to Huanghua,Tianjin and Qinhuangdao Ports by the railway, and then laded from there, the quantity of coal shipped out from the three ports accounts for 80% of the company's whole year sales. At present, because of information inadequate communication in producing, saling, transporting and so on, adding the insufficiency of managing coordination, there is some inconsistencies between the requirement and delivery in the quantity and variety of the coal. And now the coordination and controlling problem of the coal's quantity among Huanghua,Tianjin and Qinhuangdao are appearing, such as supply falls short of demand on some coal. Moreover, for the most coal is shipped out from Huanghua Port, the transportation relys on Huanghua strongly. Once there is a emergency, the port will not operate normally. And there is a serious influence of coal supplies to the company and even the national. Because of the differences of the operation condition in these three ports, and the differences of the freight, capacity, the required time and transfer fee, the transportation assignment and ship admeasure in the three ports are not reasonable.Base on the mentioned problem, the paper will satisfy the coal consumers firstly, then assign the vessel reasonably and make the total expenditure by seaway optimization. By designing and optimizing the vessel dispatch project, the company gains the best benefit of coal waterway system. The source material that the paper researching is from S company's 2010 programming reports for phase 2006--2010. It includes the distributing of the coal resources, the land-carriage system and the lading port choosing. All of them accord with the development programs of the company.
