Flood disasters happen frequently in China.So the task of emergency flood control is very difficult. According to actual situations of the main flood area, the best way to control floods is to adopt the strategy of combining structural measures with non-structural measures. And the flood control consultation decision support system is a very important part of non-structural measures, which play an important role in flood control and disasters reduction. Flood control consultation decision support system of Yuqiao Reservoir is the important non-structural measures tostrengthens directs the Yinluan engineering.This paper pointed out that the current flood control consultation decision support system of the problem and according to the actual situation in the Yuqiao Reservoir. For flood control consultation decision support system of Yuqiao Reservoir design issues related to research.The main contents as follows:(1)This paper points out the flood phenomenon and disasters reduction. Flood control is to adopt the strategy of combining structural measures with non-structural measures. Analysis of the flood control consultation decision support system and systems development at this stage and the achievements and problems.(2)This paper analizes advanced computer information technology and managem- ent methods in the procedure of system integration, such as B/S architecture,Orace, Web GIS,JAVA.And its ware used to solve different problems in the system integrati- on.(3) Nowadays, most of the rivers flood control decision support system is not considered decision support team to participate in the state, proposed building decision support team of Yuqiao Reservoir and analysis of the contents of the decision support team, characteristics,methods of work and its role .(4)The current decision support system mainly concentrated in video conferences and information analysis.Fuzzy optimization theory for multi-objective applied to flood control decision support system. Application model options flood control plan for the decision-maker to provide the decision support. And the system design followed in the various principles and technical route.
