The project, Flood Control Decision Support System of River Wei, supported byShaanxi Prevention Headquarters and Xi'an University of Technology, is a floodprevention system of River Wei valley. The system advanced in designing, practicaland completed in function, can provide front office and manager with completelyinformation about rain, water and project and support during making flood controldecision.Based on advanced technology-DCOM and combining MapX-the GISdevelopment platform with Delphi-database development tool, visualization query ofinformation is realized in the system.Flood procedure is simulated based on the Saint-Venant method and consideringthe characteristic of River Wei valley. A trial breakthrough has been made in the floodsimulation system.In flood control, firstly the flood control models of single reservoir and tworeservoirs are established; then, they are calculated by using the progressiveoptimality algorithm. In order to make the decision result practical, two decisionprocedures are designed in the system. One procedure is that the decision result ismade automatically by the system; thc other is that the decision result is producedthough the consult of the experts and the computer. After a period of using, floodcontrol experts approve the system. The decision result of the system can be used inthe flood control procedure as a base.
