The flood control dispatching of the reservoir is directly related to the safety of the dam and the flood control safety downstream.Therefore,whether from flood control requirements,reservoir engineering safety or to achieve greater benefits,reservoir flood control scheduling,must be done.Most of the annual precipitation in northern China is concentrated in the flood season,while precipitation during the flood season is concentrated in several heavy rains.In order to ensure the flood control safety of the reservoir,the water level drop in the whole flood season is generally low,and the water is not allowed to be stored.As a result,many reservoirs,especially th,e large-scale annual regulating reservoirs with water supply,irrigation and power generation in the north,can be stored without water.The flood control dispatching of reservoirs needs to consider the contradiction between reservoir flood control and benefit,so with the improvement of the construction and operation of the reservoir water regime automatic measurement and reporting system,the improvement of meteorological information collection and analysis methods,the improvement of basin flood forecasting and rainfall forecasting,The use of flood resources,the reservoir dispatching plan and real-time dispatching ideas are closer,and people have scientifically and reasonably solved the contradiction between flood control and prosperity,and have greatly improved the understanding and prediction of runoff laws in the reservoir basin,and accumulated some experience.The key to optimal scheduling in flood season depends on the judgment of the total amount of incoming water,the size of flood peaks and the length of history in a rainfall process.The influencing factors are three aspects:one is the intensity of rainfall,the other is the duration of rainfall,and the third is rainfall.The size of the peak formed.In this paper,after understanding the tech,nical data of hydrology and engineering in the Heihe River Basin,the rain,runoff,flood,and benefit scheduling in the basin are sorted out.According to the runoff characteristics and flood characteristics of the Heihe River Basin,combined with long-term reservoir management and flood real-time management Regulate the data and conduct the following studies:1.Analyze and study the average surface rainfall and runoff,rainfall intensity and flood peak of the Heihe Jinpen Reservoir basin on the basis of operational experience,and compile a simple and convenient mathematical model formula for timely analysis of the relationship between water and rainfall levels.The multi-year flood data brought into the verification accuracy fully meets the flood control safety dispatching requirements of the reservoir,and analyzes the time of the flood peak to the Chenhe hydrological station,and derives the relationship formula of the cumulative runoff total runoff during the period,and the 24h average surface.The formula for the relationship between rainfall and flood peak;2.By calculating the total amount of runoff generated by the rainfall during the period and the average maximum rainfall intensity of the peak 24 hours before the flood peak,the relationship between the peak and the peak is formed.In the actual flood process,a convenient and easy-to-control macro-control scheduling scheme can be quickly developed.The system and the upstream hydrological information of the river basin will meet the large grievances of the reservoir,pre-discharge in advance,reduce the pressure on the flood control of the downstream river by large-flow flood discharge,and reduce the peak of the peak of the Weihe River by reducing the flood peak.During the flood control dispatching process,Make the best possible economic benefits of urban water supply,agricultural irrigation and power generation.It also serves as a reference for other flood control dispatching of single reservoirs in the same basin.3.The key factors such as rainfall,runoff and flood peak evolution are analyzed,and the early warning time of rainstorm is obtained.The relationship formula is used to pre-discharge in advance to reduce the pressure of flood discharge to the downstream river flood control,and the flood is effectively reduced to medium and small floods.The flood control scheduling of the single reservoir in the same basin has certain reference.
