This article narrates the Fuzzy set theory which is crested by Professor Chen shouyu. Flood season has uncertainty and belongs to fuzzy sets. It uses flood season by stages to determine limited water level of flood control for YinHe reservoir. The reasonable limited water level can solve the conflict between flood control and profit during flood period of complicated hydraulic engineering system, and the aim of reducing flood disaster loss and getting maximum system profit can be realized.It discusses flood season by stages from the cause of formation, statistical data and direct test of fuzzy statistics. In the application according to the data of rainfall or discharge absolute membership degrees are calculated and the flood season is staged. This paper analyses the stability of absolute membership degree, and determines the final results to calculate limited water level .This article uses Fuzzy set to determine limited water level of flood control, and compares it with the real control way. It provides strong theoretical base for the determination of limited water level of flood control for YinHe reservoir. Through many years run, yinhe reservoir' s conflict is profit. So this article determine limited water level of after main flood season by fuzzy pattern.
