With its high transport efficiency, good services, low cost, the advantage of specialization and standardization, it is increasingly favored by users, and road and railway intermodal container transportation was given birth to and developed quickly under such circumstances. To take full advantage of highway, railway respective advantages, all foreign developed countries have made out an overall long-term plan for its container transportation system from their own reality. Through the coordinated development of infrastructure, the enactment of laws, policies and regulations, those capitalist countries abroad strengthened the organic integration in railway and road intermodal containers, and their container transportation has entered the stage of integrated logistics. Although in recent years China have made rapid progress , but it is still in a relatively behindhand state, and one of the important reasons is that highways, railway can not effectively coordinate one another, which is brought by imperfect infrastructures and the mismanagements.First of all, the paper analyses the present condtion of container transportation at home and abroad, and arming at existent problems in the system of container road and railway transportation, it brings forward some Countermeasures adopted, and the necessity of the sytem integration of coordinating body is educed. Basing on the characteristics of container road and railway transportation and different modes of transport travel characteristics, generalized cost compose of the transportation costs, time-to-value equivalent costs, fixed costs, as well as service levels is proposed, and it replaces sections of impedance function. In the light of disadvantageous randomness of the logit model in the process of distributing traffic volume and the relative time-consuming of the comparative cost decrease probability distribution model during choicing routes, a multi-path and minimum route-cost probability distribution model is introduced, and then the paper anastyses the model adaptability, and the method of empirical estimates are adopted to ascertain a parameter value in the model by virtue of the model characteristic. Traffic volume distribution can be caculated accurately by the model.Secondly, arming at the poor internal coordination in the hinge of intermodal road, railway container transportation in our country, and thinking over the effect which freights encase in a container, the paper alanlyses the organization form to be adopted , puts forward to unify technology work process in hinge section, and centralize to transact container transportation operation.
