The current project cost management in China is the entire process engineering cost management of building management model that in the whole life cycle period of building project only consideres the initial construction costs and not consideres or consideres less the future operation and maintenance costs. It flimsy makes retaining structure, the construction of low energy efficiency, the energy consumption in construction projects rising. Life cycle cost of the building project not only consideres the construction cost of the project also consideres the future operating and maintenance costs, the purpose of this paper is using life cycle cost analysis of the optimization method of energy saving projects, improve the initialization appropriate to reduce the capital cost of future projects operating and maintenance costs of the project life cycle makes the lowest life cycle cost.In this paper the best use of the data and building energy efficiency and life cycle cost analysis of the main building of this thesis research framework. By reading literature at home and abroad, for energy saving buildings in the life cycle cost of a detailed understanding of the process, particularly in construction of energy saving measures, the construction project life cycle cost, and other relevant theoretical literature carefully try to figure out the study, the final results of the previous study based on the idea of forming the framework of this paper. In the process of research papers, will adhere to qualitative analysis and quantitative analysis of the combination method, not only in theory, a lot of qualitative research, and make comprehensive use of various models, and other means to conduct quantitative research work, and based on this, come to the Institute to focus on solving problems. Using models and literature LCCA and then compare its results on the use of comparative analysis of the election than the economic viability of various energy conservation programs.The content and innovation of the paper lies in :LCC in the systematic analysis of energy saving projects and the construction of theoretical research and the development of practical applications on the basis of papers using life cycle cost analysis methods on the management of the construction project of energy conservation programs for economic evaluation, the study projects from full life cycle (including pre-construction, construction period, such as the operation and maintenance phase) the question of cost and cost, energy saving through reasonable planning and design, to increase the construction costs, the construction projects to reduce future operating and maintenance costs, life cycle guarantee minimizing costs, which reach the target of energy saving , environmental protection and ecological aims to improve energy utilization, so that limited funds to yield even greater results. This paper describes the life cycle cost of building energy conservation analysis of the theoretical framework of the building envelope and HVAC life cycle costs, thereby choosing the minimum life cycle cost of energy saving programs. Finally the conclusions can be drawn from this paper: At present in our country by using the life cycle costs method of evaluation of the projects with construction energy saving measures can save energy and also make the project economically.
