Building should concern about the environmental, economic and social benefits in the context of sustainable development, but there is a contradiction between efficiency and economy. To resolve this conflict, quantitative research is on the need for green building environmental costs and economic costs.Building of carbon emissions is as a factor in building environmental impact assessment in this paper. The author combines the life cycle assessment theory LCA(Life Cycle Assessment) and whole life cycle costs of economic theory LCC(Life Cycle Cost)to set carbon emissions and economic costs of building accounting method.And then, the author has a software development for calculating the carbon emissions and economic costs of building on the life cycle based on VB( Visual Basic)platform., and uses the software to have quantitative research on building life-cycle carbon emissions and economic costs, then calculates the incremental cost-effectiveness of green building technology.The work involved in the study as follows,(1) Collate and analyze LCA theory, life cycle carbon emissions of building theory and LCC theory to set a life cycle carbon emissions and economic costs of building accounting method.(2)Base on the life cycle carbon emissions of building and life cycle costs of economic costs of building accounting method, the author has a software development on VB platform.(3) Use the software to calculate life cycle carbon emissions and economic costs of building in an example.(4)According to the definition and formula of the incremental cost-effectiveness in this paper, the author calculates the incremental cost-effectiveness of green building technology in an example.It is found that the carbon emissions of operational phase of the building life cycle is 95% of the total carbon emissions with the software calculation in an example, the economic costs of the operational phase is 65% of the total economic costs in life cycle of the building. Meanwhile, on the basis of the example the author compares the LOW-E glass and photovoltaic solar panels incremental cost-effectiveness, it is found that the former are much higher than the latter on the environmental benefits and economic benefits.
