Based on circular economy and the study of huge low temperature waste heat occurring in circle water located in Xinsu Power Plant, this dissertation chooses water source heat pump to recover waste heat and supply heat, cool and hot-water for neighborhood residential district.This paper firstly analyzes the actual situation of waste heat. After a series of character analysis, design the air conditioning system, and calculates the heat and cool capacity, and quantity of hot-water. Besides this, technical and economic analysis of the system was introduced, and the dynamic payout period of engineering investment was calculated. Chooses annual equal value to sensibility analyses of the uncertain factors. Finally, the dissertation compares air conditioning system utilizing waste heat in power plants and bromide absorption refrigerator system. In condensing power plant, using heat pump recovery the waste heat of the circle water is crucial to save energy and water and protect natural environment.
