Zhejiang province, as a maritime province that has a comparatively advanced economy in China, the society economy of which has developed so fast in recent years. The development tendency of building estate is very robust. However, since the mode of economic growth is rough, level of manufacturing technique is backward, efficiency of energy utilization is quite low, and moreover, building energy conservation begins late and paces slowly, so the problem of building energy consumption is outstanding, which has been already accounting for 30% of aggregate social energy consumption., being restricting the sustainable development of Zhejiang's economy seriously. The construction of a conservation society is one of China's significant strategic decision in the nowadays. Building energy conservation, as for its huge potential in energy conservation and contamination reduction, has become a sally port of constructing a conservation society. Therefore, to accelerate the development of building energy conservation has an important practical meaning and profound historical significance to realize the fundamental shift of the mode of building industry's economic growth, to improve building function quality, to help relieve the contradiction of resource and environment, to improve quality and economic performance of urban and rural development, to realize the sustainable development of Zhejiang province's conomy society.At present, building energy conservation work in Zhejiang Province has got certain achievement, however, the overall progress is slow , energy conservation effect is not obvious and there exists many problems. Both the depth and extent can not satisfy the actual job need.On the basis of consulting to a large amount of literature cite, this text has carried out thorough analysis on building energy conservation in Zhejiang Province, analysed the problems and the causes, extracted obstacle factors to build up the energy conservation obstacle factor index of Zhejiang province.then clustering method will be used to find out the major factors that restrict extending the popularity of building energy conservation and these factors will also be ordered from principal to the subordinate ones. Finally, on the empirical study basis, suggestions on accelerating building energy conservation of zhejiang province are submitted, which can help to formulate effective building energy conservation politics for government departments, solve actual problems to the point, drive the energy conservation work, provide decision reference.
