Research On Public Participation Of Zibo's Urban And Rural Planning

Public participation during the city planning process can make the city planning shows collective wisdom and benefit,and also make urban-rural development becomes more harmonious.With the accelerating of urbanization,studying urban-rural planning compilation and the public participation during the implementation process,have great significance on the reform and innovation of urban-rural planning compilation and management style in our country under the new situation.This paper analyzes the theory of public participation,its legal basis and necessity,through literature research,investigation research method,summarizing method and other scientific research methods,made a systematic analysis about public participation in Europe,US,Japan and some other developing countries as well as our country,and also summed up the successful cases and advanced experiences of public participation in city planning both in China and foreign countries.The paper takes the Zibo city of Shandong province as an example,through some specific cases analysis,summarized the reality and characteristics,existing problems and the causes from planning compilation,planning management and implementation two phases,as well as major participants and so on.Zibo's urban and rural planning,due to the impact on the traditional planning economic,is still in the stage of theoretical,professional,government-led top-down action stage,the public participation in urban and rural planning is passive,and is in the symbolic involvement stage.Through the analysis of the present existing problem and the causes of public participation in urban and rural planning and absorbing the advanced experience of domestic and foreign cities,combined with Zibo's specific situation,explored specific measures of how to promote public participation in Zibo's urban and rural planning,established the suitable framework of Zibo's public participation on the planning and implementation stages,and also carried out empirical applications.Hope to be able to promote the progress of Zibo's public participation in urban and rural planning effectively.This article consists of five chapters:The first part: IntroductionThe second part: Exploration and practice of public participation in urban planning of domestic and foreign citiesThe third part: Public participation and basic research of Zibo's urban and rural planningThe fourth part: Basic mode and method of promoting Zibo city's urban and rural planning of public participation.The fifth part: Empirical analysis of public participation in Zibo's urban and rural planning.
