This paper has deeply analyzed the practicable pavement structure design of county-country highways, including the dynamic action theory of surface, the grass roots, road using, and the level matched theory, the construction control ways, and so on, which made up the pavement surface structure.First, through many experimentations of application of crude grit, especially to that which is uneven and cannot meet the need of technology, the article studied many methods of using slurry effusing and splashing rock powder and has gained an obvious engineering purpose. So these methods are well propitious to spread on the low grade county-country highways basic foundation (bottom layer).Second, through experimental study mainly on the technology parameter of the cement stabilization mixed macadam's, including aggregate's gradation, the cement content and the dry weight density, and the intensity relates, the article proposed some feasibility of using the low cement dosage to steady crushed stone. The effort are both reducing the building cost of projects, and reducing the semi-rigid basic unit of air shrink aging because of the cement and shrinks the crack warm, which means especially is suitable for the financial strain, the low rank county-country highways' base structure.Third, through experimental study on the project characteristics, gradation composition and mixture ratio design of Large Size Asphalt Mixture (LSPM), the article provided a practical way which may strengthen the surface drainage ability, reduce the bituminous pavement surface layer's temperature shrinkage fracture and prevent the reflection crack, and also reduce the harm of overloading-vehicles to the county-country highways. On the other hand, while we take the anti-stripper on the asphalt concrete surface layer with the cement, it may also improve greatly the practical capability of bituminous pavement, and enhance its natural life-span.
