Along with the development of vehicle and transportation industry,the social economy is promoted; In the meantime, traffic accidents become one of big public nuisances. According to the statistic,there were 327209 traffic accidents in our country all through the year of 2007, including 81649 dead and 380442 injured, causing 1.2 billion financial losses. In view of the severe traffic safety condition,it becomes highly important and pressing to study the features of traffic accident,inhibit the high incidence and decline the damage.In the studies at home and abroad much more weight is rather put on the factors of vehicle and human,than the harmony between road and environment and the management skill; the influence to the traffic safety brought by the factors of road are even ignored。The statistic demonstrates that approximately 10%~20% of the traffic accidents are related to the road condition directly and 50%~60% of the traffic accidents have indirect relation with traffic safety deficiency. Research shows that about 50% of the traffic accidents damage could be relieved and even avoided, through the improvement of road condition. Therefore,the thesis focuses on the road factors which affect the traffic safety, concentrate on the effect of road to the traffic safety, insure the fluency and safety of the traffic.The mountainous terrain is the area that serious traffic accident commonly happens. The shortage of police,lack of management,weak emergence salvage system increase the mortality rate of traffic accident in the mountainous terrain. Therefore, analyze and study the features of the traffic accident in High-level Highway in Mountainous,inhibit the high incidence and decline the damage turn to be an important and pressing research。Through the analysis and understanding of traffic safety study and depending on the research achievements at home and abroad, this thesis find a breakthrough point for the research of traffic safety study based on the practical situation of the High-level Highway in Mountainous in our country.The thesis also provides with new train of thought and method for the research. Through large numbers of deep and careful investigations, the study obtained particular material and data by the help of existing technical equipment,combined and applied varied theories and generated some applicable and flexible proposals. On the basis of reading related papers and referring the research results on the high-level highway in mountainous, and in the view of improving high-level highway in mountainous safety, the thesis has focused research on model, method and indexes system of high-level highway in mountainous safety evaluation, taken an example to use the theory.The thesis mainly accomplishment the work below:(1) After reviewing a large number of relevant documents, the method and development actuality of black-spots identification and safety evaluation were summarized. According to the characters of the high-level highway in mountainous and combine with its safety actuality an overall framework was established to meet the need of practical research.(2) Aiming at the high-level highway with partial traffic accident history data in mountainous terrain, the thesis put forward the improved coordination analytical method of vehicle operation velocity, breaked the limitation of existing identification methods for blacks-spots that only applies to highway with whole traffic accident history data, which provides effectual research means for management and programming of road safety. On the work of the road black-spots identification, on one hand, incidents had been found to be the main focus of rectification and incentives to improve the existing roads'safety; On the other hand, it had also gave the technical support for the road safety evaluation and identify the deficiencies in the design by researching the relationship between road conditions and the traffic accidents.(3) The thesis analysed the association between the factors caused the road accident and the accidents itself deeply combining with the principle of accidents, and found out the adverse effects of the traffic safety.(4) The thesis established the high-level highway in mountainous safety evaluation index system based on various road factors, the high-level highway in mountainous characters and the principle of the evaluation index. With the help of former research, the composite method which combined Analytical Hierarchy Process (AHP), cluster analysis theory was to ascertain the evaluation index weight. And multi-hierarchical grey evaluation method was mentioned to evaluate the road condition. It can effectively determine the existence of the different road sections of the security issues. The methods can analyse the traffic safety of different ways or different sections of the same road. Visually comparison of the pros and cons of evaluation object and identify weak links, which were targeted to improve and enhance the safety of the high-level highway in mountainous.(5) Based on the evaluation results, the thesis used the barrel theory to discover the weak links, which is the factors affecting road's "shortcomings". To improving road safety strategy, the thesis developed measures to improve road safety and reduce potential hazards. 6σcriteria had been applied to improve the safety work of the high-level highway in mountainous. The thought of "safety first" adequately implemented to the safety improvement measures. Adjusting or improving the system of indicators, that is effects on the safety factor adversely, which provided reasonable security countermeasures for the control of traffic accidents and reconstruction of the road.This thesis carries on research of basic theory, method and actualization means for black-spots identification, safety evaluation and further measures of improving road safety by mode of combining systematization with logicality, which provides proper idea and a method for formation of system of traffic safety research and further research.
