The credibility management is no longer a new term or a new concept to us, and there is also certain practice in maritime circles. The white list performing STCW 78/95 carried out by International Maritime Organization (IMO) and 21QUALITY SHIP carried out by USCG are good examples. In China, maritime administrative organizations have also successively promulgated policies on credibility management of water transportation safety.However, there are many problems in the current credibility management system of water transportation safety. On the one hand, there is inadequate understanding of the importance as well as overall thinking of the system; and on the other, the administrative departments concerned have not paid enough attention to it, and lack of necessary research and capital input. Moreover,legislation seriously lags behind. The credibility database and reprimand mechanism are not yet set up. And the atmosphere of society-wide credibility development is not so thick. Focusing on the above-mentioned problems, this article fully discuses how to introduce credibility management into water safety supervision and administration.This article has five chapters. The introduction part mainly expounds concepts possibly involved or related forward-looking questions in the study. Then, this paper seeks for theoretical basis of the system from public management, economics (theory of game) and theories of the science of law. After that, it analyzes the practical base in two aspects, and obtains the necessity and feasibility of the implementation of credibility management system of water safety by analyzing administrative functions and present situation of domestic maritime administrative departments as well as comparing the credibility management between maritime departments at home and abroad. Chapter Five discusses how to establish the credibility management system for water transportation safety in China. Firstly, it analyzes the difficulties and key points in the process of system development, then sorts out the key factors, and finally expatiates on how to establish the system, including the framework and operation mechanism. Whether or not the system is suitable for the practice of the enforcement of maritime laws, that is, the practice of supervision and management of water safety in China, the conclusion gives the effect and evaluation of trial operation so as to fully explain the system is a set of good way and good pattern conforming to China's realities, which can enhance the efficiency of maritime administrative departments, strengthen communication with administrative counterparts, and meet the need of governments with transparent services.The author hopes that this study can standardize and systematize the existing maritime credibility management to further enhance law-enforcement efficiency, and to change shipping enterprise, ships and sailors into self-discipline instead of heteronomy, and ultimately achieves safer navigation and cleaner waters.
