Nowadays, the urbanization is one of the main features of social development in China. The cities are leading the politics, economy and culture of the state and the concentration of population, industry and fortune has made the urban areas the core of the national economic system. Coming along with the sustaining expanding of cities and the complication of the social structure, the safety problems, especially the safety of the public architectures, which are characterized as emergent, derivable and intersectant, have raised more and more attention from the government. It has become an important topic to developing a safety system of public architectures, which is compatible with the actuality of the country.The research objects of the safety of the public architecture are buildings and the result of this research will be applied in design, construction, maintanance and reconstruction of the buildings. Therefore, the ultimate purpose of this thesis is to develop a suitable classified evaluation system for public building for mass congregation, based on the safety of the architecture. Concering the limitation of time, human and financial supply, we focus on the safety of the building structures, classifying the safety importance in each aspect, in oder to distribut the limited resources into different parts appropriately.In this thesis, the object area is the city of Chongqing. Based on the materialism, the calamity theory, safety scientific theories, safety theories in architecture design, as well as the evaluation methodology are employed to analyzing the association and influences between the process of the emergent safety problem and the structure of the public architecture. The frame of the research is built up according to the following four factors: risk of the architecture, general value of the architecture, the architectural characteristics in calamity controlling and the alarm system and succor circumstance of the building. A safety evaluation system for public architectures in Chongqing is developed, based on related archives, questionnaire and statistics, with regard of the climate and social characteristics of the city. Analytical Hierarchy Process (AHP) is applied to weighting the grade assessment indices. The validity of the developed grade assessment system is tested with instance buildings in Chongqing using the second questionnaire and Fuzzy Comprehensive Assessment. Finally, associated safety controlling strategies are given as advices according to the grade assessment system.
