Along with the development of the global economy integrating, being an integrated transport hinge, the port has become an important node of transportation and supply chain. The internal and overseas experience indicates that the expedite traffic system and modern traffic management will be a pivotal factor in subsistence, development, competition of the port. However, the harbor area's road planning is different from general urban traffic planning; especially its traffic demand prediction and the conventional one vary greatly. Therefore, the timely traffic demand prediction and traffic organization planning is important to plan the harbor road, disperse traffic, ensure the port's production and guide the port's building.The paper introduces firstly traffic volume prediction background and the research meaning for the harbor area road at the harbor of Shenzhen western region, analyses in details that socioeconomic situation at the western harbor area, project influence zone network status quo, traffic volume status quo at junctions of sections ,OD distributing status quo and function orientation,and then expounds systemically the traffic demand prediction method including socioeconomic prediction, trip generation prediction,traffic distributing prediction,traffic modes prediction, traffic distribution prediction and the corresponding solution; again, expounds systemically the special traffic demand properties at the container port by analyzing characteristics of its land use and traffic constitution , divides traffic demand inside the port into collecting and distributing traffic and non-collecting and non-distributing traffic, and then further divides collecting and distributing traffic into interharbor linkage traffic and external traffic demand prediction and analyses corresponding prediction method in details; finally, utilizes the above method ,combines specific actual stuation and needs of the western harbor road and and distributes traffic. The harbor road traffic volume will be separated from urban road ground traffic volume when traffic is distributed. The fifth chapter aims at the project's actual stuation and makes use of prediction results, establishes specific,comprehensive,coherent traffic dispersion and collocation schemes that can meet implementation requirements at construction stage and determines general collocation scheme in the course of project implementation as follows: The northern section of the Xinghai road planning program, The southern section and lateral of the Xinghai road planning program, Mawan road planning program and the harbor area linkage road and lateral planning program. According to prediction results, design standard and road traffic conditions, the design speed and lane number are determined for the western harbor road.In contrast with the observed traffic volume in the course of the project implementation, the above prediction results accords with the actual results and the max deviation value is only 8.2%, which illuminates the traffic volume prediction method is correct in the research and its reasoning is precise. So the method can be widely used in other harbor areas'traffic planning.
