Most of the cites in our nation are facing to a series of new problems caused by the two-tier challenge of urbanization and motorization. It is an effective way at the certain stage for the city to make a single center to plural ones and form a harmonious city to solve traffic problems. Thus, the "Multi-center network" will be an ideal mode that many cities would be evolved to in our nation. How to lead the urban spatial structure by public transportation(TOD, namely, Transit-Oriented Development) , how to contact the center area with the deputy ones, and furthermore, the deputy ones with other satellite cities to realize the reasonable development of group city, are becoming more and more important.Zibo is a typical group city which is few in our country with its complex morphology. Now it is evolving from the "Cross" structure to the "Multi-center network" and "Stripe + Grape" ones. So, take Zibo as an example and from four aspects, the question about how to use TOD strategies to realize the sustainable and harmonious development for group city is studied.Firstly, based on the research of TOD practice, the relationship between urban traffic and urban spatial structure is analyzed in this paper.Secondly, by combining TOD strategy with sustainable development theory, the basic relationship between urban land usage and transportation systems under TOD strategy is studied.Thirdly, based on the character of public transportation for group cities, question about the integration of public transportation systems is discussed from the distribution of passengers transportation hub and the public transportation networks.Fourthly, take Zibo as an example, some advices and measures about how to realize the planning and controlling of land usage to promote the efficient integration of public transportation systems are proposed.
