Study On The Reconstruction Planning Of "City Village" That Base On Equity Development

Equity is always the target that people looking forward to in any social consciousness shape and any social development seedtime. Ay the same time the social advancement is come true in course of pursing equity. By this time, the economy has been made great development and progresses, but this type of development that attaching importance to economy while despising social development has lagged the social development. In the other words, the transition of our government does not accommodate the transition of economy. As a result, the equity we neglecting is an obstacle of improving efficiency. While the urban planning as a way of government control has dropped behind the economic reform.Nowadays, the mode of urban planning is a kind of engineering design that focuses on physical space environment and emphasize plan. However, with the open and complication of the development of city, the precondition and design are basically vain. As city become the symbolize of civilization of human being, the urban planning more and more represent importance and value——the urban planning is not only the physical space control, but also the politic design which focus on the issue of social and economy.This paper takes Shahe village in Wenzhou for example, and analyses the issue that how to ensure the urbanization of peasants'identification and valuation in the aspects of"harmonious society". Also, the paper puts forward how to make the ideal target that equity development of environment,economy and society by the means including regulation-control of society and industry,the support of politic and the sustain of technology.The paper introduces the theories including land-economic,welfare- economic,the department benefits of government regulation and the captive theory. Also, the paper analyzes the operations in the aspect of practice as the reference. The paper puts forward the equity problems of city village in the aspects of the inequity of land-income, the start of existent competition and the social status. Also the paper studies the rootstocks of these problems——the companism of local government, the objection of systems and the invalidation of urban planning. The paper takes the Shahe village in Wenzhou for example and puts forward means that resolve the equity problems from for ways including social control, industry control, policy support and implement mechanism.
