| Urban Village is a special phenomenon in China's urbanization process. It's an insurmountable threshold for advancing internationalized city construction and promoting harmonious urban and rural development of Guangzhou. Effective reconstruction of the Urban Village has important implications for promoting reasonable utilization of urban land, improving the value land use, improving the urban landscape, beautifying the city appearance, improving the security environment, promoting urban community construction, and promoting the overall play city functions etc. Therefore, promoting the rebuilding of urban villages actively has become an urgent and important task in many cities in China. At present, there are 138 villages in eight old areas of Guangzhou, covering a vast area of about 80.6 km2. They are mainly in Tianhe District, Baiyun District, Hiazhu District, Panyu District and Liwan District. The reconstruction of urban village in city is not only a complicated process of adjusting and redistribution of existing interest , but also an influential case, which involving many issues and easily leads to social conflict events. Furthermore, a variety of subjective and objective constraints also slow down the reconstruction process in Guangzhou. In order to advance the Urban Village reconstruction and bring the whole city functions into play effectively, Guangzhou Municipal Government attaches great importance to village-in-city redevelopment and puts forward many preferential policies and measures, such as the principle of"led by the government, based on villagers and a village a plan ". Meanwhile, the reconstruction of Urban Village should retain such buildings, like the ancestral hall, blocks, etc, which can fully inheriting traditional architectural style and culture characteristics.It means consideration should be given to continuation of traditional cultural features and landscape in the planning buildings design. This study is based on the investigation and analysis on the main existing problems and difficulties in reconstruction of Urban Village in Guangzhou , including the transformation pattern of villages, reforming subject, measures, financing mode, demolishing compensation, land, government support and other aspects.The main achievements of this paper includes: according to the different subjects and combined with reconstruction transformation forms and financing, splitting the reconstruction of Urban Village into four patterns,providing selection strategy for villages reform mode,proposing Urban-house removing compensation mechanism of indemnity for Illegal urban-house removing compensation problem, etc. |
