New Background, New Function, New Space

Since the reform and opening-up, urban industrial parks of our country which developrapidly have been playing an important role in promoting industrialization andurbanization process, improving the urban and national synthesized competitiveness, andadvancing the economic and social development fast. But urban industrial parks whosetheoretical research lags behind the practical development wholly, face the enormouschallenge from the new development background. Then more and more contradictions andquestions appear day by day, and need the guidance and response of the systematictheoretical research urgently.Therefore, the study goals of this paper are: holding the essential characteristics anddevelopment rules of urban industrial parks scientifically; further researching the newdevelopment strategies to meet the new changes of the background; exploring thedevelopment countermeasure of urban industrial parks whose function interacts with spaceunder the whole frames of the city and region. In order to achieve the scientificdevelopment of urban industrial parks, advance the healthy development of the city andregion, and promote the sustainable development of society and economy of China.The paper mainly includes four contents:Firstly, it defines and discriminates the concept of urban industrial parks, combs thepractical course and theoretical development of urban industrial parks at home and abroad,and then sums up the rules and trends of their development.Secondly, analyzing concretely the intensions and influences to the development ofurban industrial parks of six new backgrounds which are the economic globalization, thenew industrialization, the industry cluster, the policy failure, the city-park interaction andthe regional integration, the paper deduces three development strategies under the newbackground: "the second pioneering"," the duplicate innovation " and " the walking outthe detached island".Thirdly, under the guidance of three development strategies above, it analyzes thecurrent questions and their reasons from three aspects which are connotative function,denotative function and general function,and then proposes the corresponding developmentcountermeasures.Finally, proceeding from the angle of function interacting with space, it analyzes twokey factors of influencing space benign development, regards these as the "criticism clue" and "action frame" to analyze the current question of the space development, and putsforward the development countermeasures: "interacting with the function development"and "structuring the space system rationally".
