The silt dam is an effective water and soil conservation project in the Loess Plateau region. The silt Dam not only and maintain water and soil, but also silt land into cultivation and produce food. It plays a significant ecological, social and economic benefit in intercepting bedload, resorting flood, reducing erosion and steadying groove, increasing food output, and improving the ecological environment. Accelerating the construction of silt dam have important practical significance for the Loess Plateau masses building a well-off society comprehensively, and will also play an important facilitating role in the western development.Currently, the majority silt dam construction adopt a dam eventually Dam, and the silt dam of height phased heightening in the actual, heightening the frequency and the height is determined based on experience, no real design. For this reason, many scholars in the silt dam optimization have done a lot of research, for example, Leiwengui, Wangbolin, Liufei have discussed the silt dam twice and thrice heightening respectively, Cuiyunfeng, Wuyongchang, Jiangdingsheng have discussed two heightening ways, such as equivalent storage capacity and equivalent dam high. However, the number and way are restricted, the result is not optimal. In order to achieve optimal results, this paper analyzes several important factors that impact Silt Dam total investment. Start with the volume of sludge that the dam can be used, this paper use the height of the preliminary dam and the height of the repair dam as the decision variables, use the cost of the maximal saving earthworks as the objective function, and establish the silt dam height optimization mathematical model, then make use of the Matlab program to optimization analysis, compute the optimal decision variable values, then we can know the, the dam height of heightening, Thus, it reach the optimal dam in the beginning stages, the height of each heightening the dam, heightening interval length and frequency of the height.This paper is take the backbone of Lei mao ditch silt dam for example, with the current design and construction achievements and experience of silt dam,my study is to discuss the height-phased problem of silk dam with patch slope .By calculating the saved investment , we can get the total saved investment of different add times, then initial height of the dam,interval years,dam height added every time and added times can be got by comparing the saved investment when it get up to maximum.Silt dam height-phased is completely feasible. From a safety point of view, it does not reduce the original design standards; From the economic point of view, height-phased is more superior to the one-time height, it can save two-fifths of total investment, the investment benefit is appreciable. From an investment point of view the process, making the total investment funds into small stages can lighten the burden on the masses, so the masses can accept and the operation is feasible.
