Research On Environmental Supervision And Its Decision Support System Of Highway Construction Project

At present, China is being a period with fast development in highway construction. Ministry of communications made sure the general goal for speeding up western highway construction development to realize modernization of western highway transportation. These put forward new demand on natural environment protection in highway construction, particularly western highway construction. However, environment management of construction project in China has been mainly focused on environmental protection examination and approval, final acceptance in a longer term. This kind of management model is useful to construction project of industrial pollution, but has little influence on engineering construction such as highway, railway and so on.Because the impact on ecology environment exerted by this kind of engineering is usually happening on construction stage, when engineering is in the stage of final acceptance, ecological damage has already emerged. Particularlly, the environment damage to nature reserve, ecological function protection area, wetland, valuable animals and plants and their habitats, natural landscape has been irreversible. In 2002, pilot Engineering Environmental Supervision Mechanism marked the great conversion of China's environment management, from management after event to in the whole course. Engineering Environmental Supervision Mechanism in China is a new thing, currently there are many problems needed to be future identified and studied and therefore in terms of the implementation this paper made achievements as follows:Combining with development of Engineering Environmental Supervision, and Engineering Environmental Supervision practice of ChangJi highway, this paper studied the meaning and structure system of Engineering Environmental Supervision on the basis of concept, foundation, content, model, working procedure and working system in highway construction.This paper studied the principle of environmental monitor index system for highway construction, and built environmental monitor index system in ChangJi highway construction stage. Later based on environmental monitor index system for highway construction, this paper future studied environmental quality assessment, put forward the gray evaluation model for environmental quality on the basis of Grey Cluster Relation Analysis Method. Finally it established examination system of environmental protection work to ChangJi highway construction units.This paper put forward the concept of the whole environment management system for highway construction project, identified its components and the function of Engineering Environmental Supervision mechanism in the whole environment management system for highway construction project, and preliminary studied environmental risk assessment and management in Engineering Environmental Supervision.Based on GIS and DSS technology, this paper firstly studied and designed Highway Construction Environmental Supervision Decision Support System (HCESDSS), in the hope of providing timely, correct environmental information about highway construction stage as well as decision support for engineering environmental supervision engineers, such as environmental protection technology in highway construction and evaluation criteria of environment quality.This paper finally summarized research work and raised problems which will be future studied.
