Construction period of highway construction project is the period that makes the most effect on the ecological environment. The ecological environment would suffer a lot if some timely and effective preventive measures don't take. From the "11th Five-Year Plan" target of highway construction, large-scale highway construction call for higher demand on China's environmental protection and the aggravation of constrained resource require traffic to take the road of sustainable development. The implementation of environmental supervision will enable environmental management into the whole project construction. It plays an importance role in ensuring the effective implementation of "three at the same time" system of environmental protection, protecting the ecological environment and realizing the economical, social and environmental benefits of reunification of the project. The environmental supervision mechanism is a new thing in China, so the content and means of environmental supervision are all needed to make further clarify and perfect. Aiming at the problems of landslides and soil pollution during highway construction period, the following work has been done:Firstly, based on analyzing the problems arose during the implementation of environmental supervision of highway project, the necessity of introducing environmental risk assessment has been pointed out and tasks of environmental risk assessment supervision and key points of environmental risk management of highway construction period have been put forward.Secondly, the AHP-FUZZY landslide risk assessment model has been established. From the type of disaster, the landslide hazard area and the harm-level tripartite, the landslide vulnerability assessment of landslide has been studied. Based on this, Matrix Method has been adopted to divide the landslide risk into five grades--mall, mild, moderate, severe and catastrophic risk. As to moderate, severe and catastrophic risk, some feasible risk management measures have been brought forward.Thirdly, the ecological risk assessment system which made "four-stage evaluation" as the core has been established for soil heavy metal contamination during highway construction period. Based on fully recognizing original ecological risk of soil heavy metal contamination and combining with the environmental features of the pollution source, the ecological risk index method has been introduced to evaluate the potential ecological risk of soil. Aiming at the evaluation results, the characteristics of soil heavy metal pollution, boundary surveying and remediation technique, the relevant risk prevention measures have been put forward.Fourthly, combining with the needs of environmental supervision, based on the technology of GIS and DSS, and using VB programming language, the environment risk assessment system of soil and landslide of the highway construction has been designed and implemented. So the Highway Construction Environmental Supervision Decision Support System (HCESDSS) has been perfected and environmental supervision has been provided with auxiliary decision support.Finally, the above research fruits have been applied to the case of environmental supervision of the Changde-Jishou expressway. They have been verified the feasibility and effectiveness of the risk assessment model.
