Social impact evaluation is an indispensability part of project evaluation. By social impact evaluation, the highway project can be harmonious to its environment, and can avoid the short-time investment or blindness investment, and the resource should be used reasonably, and the economic district layout should be reasonable. There are many defects that should be perfected for the social impact evaluation of highway projects. So this thesis tries to study on the social impact evaluation of highway projects.On the basis of having the references of the national and international theory and contents of the social impact evaluation, and according to the situation of our country and the characters of highway projects, the contents, indexes, and methods of social impact evaluation of highway projects are studied profoundly, and the characters, principia and necessity of the social impact evaluation are concisely introduced in the thesis. Based on analyzing comprehensively how the highway project to influence the entironment , the each special evaluation of the environment factors is particularly introduced, then the contents and characters of the social evaluation are discussed.By analyzing profoundly the mechanism of the social impact evaluation of highway projects and the shortage of the established indexes at the present time, the indexes system which should be suitable to the highway projects in our country is set up; and the methods of the social impact evaluation are discussed, and the hierarchies fuzzy synthetics appraisal method and the BP neural network and the conjugate wavelet network are studied in detail. These models should be suited to the social impact evaluation of highway projects. Then the numerical value of indexes and the network algorithms and the process of the social impact evaluation of highway projects are discussed in the thesis.At last the application of the indexes and methods of the social impact evaluation of the highway projects is studied in a case. On the basis of investigating and analyzing comprehensively the planning expressway construction project and according to the advices of the experts, the thesis selects some indexes suitable to this project by clustering and summing up the former indexes, and at last the method of fuzzy integrative assessment, the BP neural network model and the conjugate wavelet network model are used to assess the social impact form this construction project. The conclusion of analyzing this case shows that the indexes system is rational and these models are comparatively objective and effectively. |
